The administration of US President Donald Trump has blocked Harvard University from enrolling international students this fall, delivering a major blow to the school and escalating its fight with elite colleges to unprecedented levels.

The US revoked Harvard’s Student and Exchange Visitor Program certification, rendering the university unable to enroll any new international students, the Department of Homeland Security said Thursday.

Existing international students must transfer to a university that still has program certification or lose their legal status in the US, the department said.

The move escalates a dispute that began in July when the Trump administration announced plans to limit foreign students' presence in the US amid the coronavirus pandemic.

The administration said Thursday that Harvard and Massachusetts Institute of Technology had refused to cooperate with the administration’s plans to reduce the presence of foreign students in the US.

Both universities sued the administration, arguing that the plans were announced hastily and without proper procedures.

Earlier this month, a federal judge ruled in favor of the universities and blocked the administration’s plans.

A US appeals court ruled that the Trump administration had the authority to quickly introduce and enforce changes to a program allowing foreign students to study at US universities.

The court also said that a lower court judge erred in blocking the administration’s plans.
