CMA (Capital Market Authority)와 함께 국립 르완다 (BNR)는 가상 자산을 감독하기위한 법률 초안을 만들었습니다.

Capitalizing on its reputation for swift economic reforms, Rwanda is rolling out new regulations to oversee virtual assets and ensure a safe digital transactions landscape.

르완다는 신속한 경제 개혁으로 명성을 활용하여 가상 자산을 감독하고 안전한 디지털 거래 환경을 보장하기 위해 새로운 규정을 발표하고 있습니다.

The initiative to introduce a draft law regulating virtual assets and their service providers has been undertaken by the National Bank of Rwanda (BNR) in collaboration with the Capital Market Authority (CMA).

가상 자산과 서비스 제공 업체를 규제하는 법률 초안을 소개하려는 이니셔티브는 CMA (Capital Market Authority)와 협력하여 국립 르완다 (BNR)에 의해 수행되었습니다.

The authorities are putting the finishing touches on a legal framework designed to supervise virtual assets, aiming to promote financial innovation while blocking potential risks like fraud and money laundering.

당국은 사기 및 자금 세탁과 같은 잠재적 위험을 차단하면서 금융 혁신을 촉진하는 것을 목표로 가상 자산을 감독하도록 설계된 법적 프레임 워크를 마무리하고 있습니다.

The financial markets today consider digital assets to be an integral component, recognized by the authorities as virtual assets in the draft law. Any digital token, capable of being traded and transferable for payments or investments, falls under this definition.

오늘날 금융 시장은 디지털 자산이 당국에 의해 법률 초안의 가상 자산으로 인식되는 필수 구성 요소로 간주합니다. 지불 또는 투자를 위해 거래 및 양도 할 수있는 모든 디지털 토큰은이 정의에 속합니다.

These assets, typically based on blockchain technology, have cryptographic protection mechanisms or collateral functions to maintain their stability levels.

일반적으로 블록 체인 기술을 기반으로하는 이러한 자산에는 안정성 수준을 유지하기위한 암호화 보호 메커니즘 또는 담보 기능이 있습니다.

The main purpose of this regulatory framework is to serve as a defense against malicious financial operations. As the Manager of Licensing and Approvals at CMA Carine Twiringiyimana mentioned, Financial Action Task Force (FATF) has expressed serious concerns about money laundering using virtual assets.

이 규제 프레임 워크의 주요 목적은 악의적 인 금융 운영에 대한 방어 역할을하는 것입니다. CMA Carine Twiringiyimana의 라이센스 및 승인 관리자가 언급 한 FATF (Financial Action Task Force)는 가상 자산을 사용한 자금 세탁에 대한 심각한 우려를 표명했습니다.

The new regulations will introduce legal security measures against such risks, which will be accompanied by specific directions for investors and service providers.

새로운 규정은 그러한 위험에 대한 법적 보안 조치를 도입 할 것이며, 이는 투자자 및 서비스 제공 업체를위한 특정 지침을 동반합니다.

CMA has invited public feedback on the draft law, which began on March 6 with the release of the framework to the public.

CMA는 법률 초안에 대한 대중의 피드백을 초대했으며, 3 월 6 일에 프레임 워크가 대중에게 공개되면서 시작되었습니다.

Isssued by CMA, the framework includes cryptocurrency as the main virtual asset, but also extends to tokenization, allowing digital tokens to represent real-world assets like real estate or commodities.

CMA에 의해 발행 된이 프레임 워크에는 주요 가상 자산으로서 암호 화폐가 포함되지만 토큰 화으로 확장되어 디지털 토큰이 부동산이나 상품과 같은 실제 자산을 나타낼 수 있습니다.

The draft law features a prohibition on tokens acting as representations of the Rwandan currency. This measure is in place to protect the market from manipulation and maintain financial stability.

법안 초안에는 르완다 통화의 표현으로 작용하는 토큰에 대한 금지가 있습니다. 이 조치는 시장을 조작으로부터 보호하고 재무 안정성을 유지하기 위해 마련되었습니다.

In addition to its other regulatory objectives, the proposed regulations aim to protect consumers. With the new regulations, buyers will be protected from unregulated deals, while sellers must carry out their obligations under legal terms.

제안 된 규정은 다른 규제 목표 외에도 소비자를 보호하는 것을 목표로합니다. 새로운 규정을 통해 구매자는 규제되지 않은 거래로부터 보호되는 반면, 판매자는 법적 조건에 따라 의무를 수행해야합니다.

On the other hand, Rwanda Investigation Bureau (RIB) will be in charge of collecting reports from individuals who fell victim to crypto fraud. After the complete approval of regulations the CMA will assume responsibility for dealing with financial crimes.

한편, 르완다 조사국 (RIB)은 암호화 사기에 희생 된 개인으로부터 보고서를 수집 할 책임이있다. 규정의 완전한 승인 후 CMA는 금융 범죄를 다루는 책임을 맡게됩니다.

Overall, Rwanda’s move to regulate virtual assets marks a significant step toward building a secure, transparent, and well-structured digital financial market.
