A Wyoming-based company that wants to operate bitcoin ATM kiosks in Florida will not need to be licensed as a “money transmitter” in the state, according to an order issued by the state Office of Financial Regulation.

根據州金融監管辦公室發布的命令，一家總部位於懷俄明州的公司如果想要在佛羅裡達州運營比特幣 ATM 機，則無需獲得該州的「貨幣傳輸者」許可。

The order, signed Aug. 9 by Commissioner Russell Weigel, comes after Bitcoin National ATM Network, LLC, submitted a petition July 2 seeking confirmation that it would not need such a license.

該命令由專員 Russell Weigel 於 8 月 9 日簽署，此前 Bitcoin National ATM Network, LLC 於 7 月 2 日提交了一份請願書，尋求確認其不需要此類許可證。

The company’s petition said it plans to operate kiosks in Florida that would exchange cash for bitcoin.

該公司的請願書稱，計劃在佛羅裡達州營運用現金兌換比特幣的售貨亭。

“This confirmation (of not needing a money transmitter license) will not only ensure compliance with Florida law but also support the expansion of Bitcoin National’s operations into Florida, contributing to the state’s economy and fostering the growth of the virtual currency marketplace within a regulated framework,” the petition said.

「這項確認（不需要貨幣轉移許可證）不僅將確保遵守佛羅裡達州法律，還將支持Bitcoin National 將業務擴展到佛羅裡達州，為該州經濟做出貢獻，並在受監管的框架內促進虛擬貨幣市場的成長，」請願書說。

It said the “majority of customers seeking Bitcoin ATM services are individuals purchasing small to moderate amounts of bitcoin.”

Customers would scan virtual currency wallets on their cell phones at the kiosks, according to the petition. They then would insert cash, and the kiosks would send bitcoin to their wallet addresses.

請願書稱，顧客可以在售貨亭用手機掃描虛擬貨幣錢包。然後他們會插入現金，自助服務終端會將比特幣發送到他們的錢包地址。
