In the early twentieth century, the burgeoning metropolis of Chicago was also a hub for Irish immigrant culture. As the city’s chief police officer, Francis O’Neill was uniquely placed to witness this firsthand. Along the way, he developed new methods of tracking criminals and recording their identities. Now, Michael O’Malley, a lecturer in the Department of History at the University of Notre Dame, has written a new book that brings together these two seemingly disparate strands of O’Neill’s life. Published by University of Notre Dame Press, O’Malley’s book, The Beat Cop: An Irish Police Chief, Old-Time Music, and the Shaping of a Genre, is based on his 2016 dissertation. It follows O’Neill’s journey from his birth in County Clare, Ireland, in 1865, to his early life in the U.S., where he juggled various jobs, including that of a shoe salesman and a vaudeville performer.

After arriving in New York City at the age of 15, O’Neill quickly learned English and took odd jobs to survive. He later moved to Chicago, where he began working as a policeman in 1894 at the age of 29. Over the next seven years, O’Neill gradually rose through the ranks of the Chicago police department. During this time, he developed a keen interest in criminology and devised his own methods for tracking criminals, which included taking photographs of their faces and fingerprints. O’Neill also became fascinated by the music he encountered among Chicago’s Irish immigrants.

As O’Neill moved through Chicago’s vibrant immigrant communities, he encountered a wealth of musical traditions. From lively jigs and reels to poignant ballads and songs, O’Neill was captivated by the sheer variety and vitality of Irish music. At the time, there was no central archive or documentation of this musical heritage. Musicologists and ethnomusicologists had not yet begun to take a serious interest in folk music.
