カタール、デジタル資産を規制する新たな枠組みを立ち上げ、安全で透明なエコシステムの構築を目指す

この枠組みは国内外の関係者を惹きつけ、カタールの金融サービス部門の発展を支援すると期待されている。

Qatar has unveiled a new framework to govern digital assets within the Qatar Financial Centre (QFC), a move that aligns with the goals of the Third Financial Sector Strategic Plan.

カタールは、カタール金融センター（QFC）内のデジタル資産を管理するための新しい枠組みを発表したが、これは第三次金融セクター戦略計画の目標に沿った動きである。

The new regime establishes a legal and regulatory foundation for digital assets, aiming to create a secure and transparent ecosystem that adheres to international standards, according to a statement from the QFC.

QFCの声明によると、新体制はデジタル資産の法的規制基盤を確立し、国際標準に準拠した安全で透明なエコシステムの構築を目指す。

Sheikh Bandar bin Mohammed bin Saoud Al Thani, Governor of Qatar Central Bank, commented on the launch:

カタール中央銀行総裁シェイク・バンダル・ビン・モハメッド・ビン・サウード・アル・サーニ氏は今回の立ち上げについて次のようにコメントした。

“Launching the 2024 Digital Assets Regulations marks a significant milestone in our journey towards realising the Third Financial Sector Strategy. These regulations will pave the way for attracting new businesses into the sector, and will support the establishment of a robust regulatory environment within the financial sector.”

「2024 年のデジタル資産規制の施行は、第 3 の金融セクター戦略の実現に向けた当社の取り組みにおける重要なマイルストーンとなります。これらの規制は、この分野に新たな企業を誘致する道を切り開き、金融分野における強固な規制環境の確立を支援することになるでしょう。」

Yousuf Mohamed Al-Jaida, CEO of the Qatar Financial Centre, said the launch of the framework demonstrates the centre’s commitment to creating a robust regime. He added that the QFC hopes the clarity provided by this framework “will attract both domestic and international players.”

カタール金融センターのユスフ・モハメド・アルジャイダ最高経営責任者（CEO）は、この枠組みの立ち上げは、強固な体制を構築するという同センターの取り組みを示していると述べた。同氏は、QFCはこの枠組みによってもたらされる明確性が「国内外のプレーヤーを惹きつける」ことを期待していると付け加えた。

Michael Ryan, CEO of the Qatar Financial Centre Regulatory Authority (QFCRA), said the framework lays the groundwork for “the development of a thriving and innovative financial services sector.”

カタール金融センター規制庁（QFCRA）のマイケル・ライアン最高経営責任者（CEO）は、この枠組みは「繁栄した革新的な金融サービス部門の発展」の基礎を築くと述べた。

The statement said the QFC Digital Assets Framework is the result of extensive consultation and collaboration with industry stakeholders. It also revealed that since the launch of the QFC Digital Assets Lab in October 2023, more than 20 startups and fintech firms have been accepted to develop and test their solutions.

声明では、QFCデジタルアセットフレームワークは業界関係者との広範な協議と協力の結果であると述べた。また、2023年10月にQFCデジタルアセットラボを立ち上げて以来、20社以上のスタートアップ企業やフィンテック企業がソリューションの開発とテストを受け入れてきたことも明らかにした。

With the unveiling of the framework, companies can now apply for a license to perform token service provider activities, the QFC said.

QFCによると、このフレームワークの公開により、企業はトークンサービスプロバイダー活動を行うためのライセンスを申請できるようになったという。
