Vinnik, a 44-year-old resident of Russia, was identified as a key operator of BTC-e, a prominent global digital currency platform that facilitated transactions worth over $9 billion from its inception around 2011 until its closure by authorities in July 2017, coinciding with Vinnik's detention.

According to court documents, Vinnik played a central role in laundering illicit funds through BTC-e, enabling criminals to transfer, store, and conceal their ill-gotten gains. The exchange reportedly facilitated money laundering activities related to hacking incidents, ransomware attacks, identity theft schemes, corrupt public officials, and narcotics distribution rings.

The investigation into BTC-e's illicit activities involved a collaborative effort between multiple law enforcement agencies, including the Federal Bureau of Investigation (FBI), Internal Revenue Service (IRS), U.S. Secret Service, and Homeland Security Investigations.

Klimenka allegedly controlled BTC-e alongside Vinnik and others between 2011 and July 2017. On December 21, 2023, Klimenka was arrested in Latvia and faces charges that could result in a prison sentence of 25 years or more.
