  Starknet is "actively considering" becoming an L1 so it can be quantum resistant by 2027. That's the tell. As an L2 they wait on Ethereum, and Ethereum's own target is end of 2029. So the pitch is leaving Ethereum security to beat Ethereum's clock. Nothing has been voted.
