A survey conducted between April and May 2025 by Ipsos and commissioned by crypto exchange WhiteBIT reveals a significant shift in Ukrainian financial behavior.   • Multiple Use Cases: Bitcoin is used for trading (57%), long-term asset storage (52%), inflation protection (51%), and daily transactions.
  • Financial Independence: Ukrainians are seeking tools to manage finances independently of the state or banking system.

Why Bitcoin? Navigating Wartime Instability

The survey highlights that 41% of respondents see digital assets as a way to safeguard savings from the war’s impact on the economy. In a country facing a revised-down growth forecast and a deteriorating external sector, Bitcoin offers a degree of financial autonomy.

Ukraine's embrace of crypto isn't new. Since the Russian invasion in February 2022, the country has received significant aid via Bitcoin donations. President Zelenskyy even signed the “On Virtual Assets” law, though its implementation is pending amendments to the Tax Code.

Ukraine's Crypto Landscape: A Closer Look

Ukraine ranks among the top 10 economies globally for crypto adoption. Between July 2023 and July 2024, the country received over $106 billion in crypto inflows, primarily from institutional and professional transfers. This underscores the growing institutional interest and acceptance of cryptocurrencies in Ukraine.

Lawmakers are actively working to develop a regulatory framework, aiming to align Ukrainian legislation with the European MiCA framework. This move signals a commitment to integrating cryptocurrencies into the formal economy.

The recent conviction of Zhimin Qian in the UK, involved in a multibillion-pound Bitcoin fraud, serves as a stark reminder of the potential for misuse.
