Turkey Continues to Evolve Its Cryptocurrency Regulation Landscape

Turkey’s cryptocurrency regulation landscape continues to evolve, with new regulatory developments around crypto transactions and anti money laundering.

Turkey crypto transaction rules to take effect Feb. 25
Turkish cryptocurrency service providers will now be required to collect customer identification details for transactions exceeding 15,000 Turkish liras ($425), according to new Anti-Money Laundering (AML) rules published in the Official Gazette of the Republic of Turkey on Dec. 25.
The new regulation aims to prevent the use of cryptocurrencies in money laundering and terrorism financing activities. Notably, crypto service providers in the country are not mandated to collect customer transaction information when the amount involved is below $425.
The new regulations will take effect on Feb. 25, 2025.
Turkey legalizes crypto use in June 2024
As Turkey continues to curb potential illicit crypto transactions, its efforts mirror trends observed globally.
Most notably, the European Union is set to enforce its Markets in Crypto-Assets (MiCA) regulation on Dec. 30. The regulation has prompted several crypto service providers to scramble to comply, leading to the delisting of non-compliant stablecoins from some exchanges.
In Turkey, crypto users are permitted to hold and trade crypto assets, following the country’s legalization of crypto in June 2024. However, a ban on the use of crypto assets for payments has been in place since 2021.
A recent proposal also aims to introduce a 0.03% transaction tax to bolster the country’s budget, as Turkey currently does not impose any tax on crypto profits.
