Kazakhstan Plans to Create a Cryptocurrency Bank

The country is looking to manage digital assets and allow legal cryptocurrency transactions.

Kazakhsitna may be planning to create a crypto bank to manage digital assets and allow legal cryptocurrency transactions.
This suggestion was made by Mazhilis Deputy Azat Peruashev, who mentioned that the National Bank and other financial institutions could take part in the project.
This comes as the prime minister is receiving this request due to President Kassym-Jomart Tokayev’s orders for cryptocurrency law reform.
Peruashev Explains Need For Legal Cryptocurrency Framework
Peruashev stated that cryptocurrency is an essential part of the global financial structure, and many residents of Kazakhstan see it as an investment opportunity.
However, Kazakhstan lacks proper laws to regulate the legal use of cryptocurrencies within its territory. This led the government to impose a ban on cryptocurrency trading, leaving the market unregulated.
As a result, the illegal sphere of cryptocurrency transactions in Kazakhstan now prevails, accounting for 90% of total transactions.
According to Peruashev, the imposed ban has had several negative effects.
“Illegal cryptocurrency exchanges, together with tax evasion and criminal funding, have increased due to the cryptocurrency trading ban. A significant number of people have become victims of frauds and unmonitored digital platforms through which they lost their investments. The lack of government control marks one of many problems that exist when cryptocurrency transfers occur illegally across national borders,” Peruashev said.
According to the deputy, a crypto bank would be the optimal answer to address outstanding concerns. A regulatory institution focused on cryptocurrency exchange and storage would operate within a lawful framework to control the crypto market.
The integration of these institutions already exists within developed economies because cryptocurrencies function as legal elements that drive their fintech industries. The implementation of a crypto bank would turn Kazakhstan into the leading digital financial force in the regional market.
“This project will turn our country into a prominent financial technology hub of the region. The regulatory framework will help decrease illegal cryptocurrency operations and increase tax revenue levels. Digital finance advances in neighboring countries demand that we maintain our pace for competitive purposes,” Peruashev stated.
Deputy Ekaterina Smyshlyaeva supported this proposal and urged the government to create better cryptocurrency law rules.
“The crypto industry needs development to establish an innovative economy in our nation. As I recall, President Tokayev highlighted three crucial aspects of cryptocurrency management: legalizing the transactional use of crypto assets and enhancing their exchange services, alongside crypto mining investment and infrastructure attraction.”
Smyshlyaeva stated that Kazakhstan has begun its cryptocurrency journey with the "On Cryptocurrencies" law.
But since its adoption, the market has evolved considerably, rendering it necessary to move to the next phase of regulation.
She recommends allowing individuals to use the services of legitimate crypto platforms without facing legal difficulties but ensuring strict control over platform operators.
Additionally, Smyshlyaeva expressed her desire to foster a flourishing crypto environment in Kazakhstan by permitting licensed platforms to integrate into the financial system while maintaining tight control over crypto transactions.
She appealed to the government to adjust the current rules to provide equal protection to digital traders.
Recently, the Kazakh government has started enforcing rules on illegal crypto exchanges.
The government closed down 3,500 unauthorized exchanges during January as part of its enforcement actions.
The National Security Committee joined forces with the Ministry of Culture and Information to carry out these blocking actions.
The government also blocked Coinbase from operating due to federal digital asset law violations.
As Kazakhstan continues its digital transformation steps, a crypto bank could significantly affect the country’s financial prospects.
