After meeting Maria for the first time, you'll encounter the motel shortly after. You'll walk through Rosewater Park and then enter Nathan Avenue to find Jacks Inn opposite, with all its motel rooms in a circle. If you search the office on the left-hand side after entering the open courtyard area, you'll find the Safe. James marks it on his map, and now you need to work out the solution.

The Reception Desk Note speaks of someone working in Room 107, which is found on the second level of motel rooms up the stairs. Break the glass next to Room 108, then break the wall to enter Room 107. Inside, on the desk, is a Toolbox Memo, which lays out the Safe code solution. Return to the office and inspect the Memo closely. If you press Triangle and read the text, it actually makes this motel puzzle a lot easier.
