“We will review such policies once they take effect,” Kozack stated. The organization has now struck a $1.4 billion loan agreement with El Salvador, the first country to make Bitcoin legal tender. This deal requires the nation to modify its Bitcoin strategy.

The $1.4 billion IMF loan mandates El Salvador to scale back its Bitcoin initiatives. The IMF asked the country to make cryptocurrency use optional for private businesses, which reduces previous points of contention. These changes come as part of broader financial reforms to improve the country’s debt-to-GDP ratio and economic stability.
El Salvador will also decrease operations of its Chivo wallet, a government-backed digital platform that was launched in 2021. The wallet initially offered rewards to drive adoption, but these failed to keep users engaged. By 2022, the platform processed less than 2% of remittances. The government’s plan to scale back Chivo aligns with IMF recommendations to reduce risks tied to its Bitcoin strategy.
Financial Reforms Balance Bitcoin Adjustments
President Nayib Bukele’s government has implemented these reforms to strengthen El Salvador’s economic position. Steps include dollar-bond buybacks at discounted rates, pension debt restructuring, and domestic securities refinancing. These actions have addressed concerns over economic stability, despite setbacks in Bitcoin adoption.
The country still buys one Bitcoin daily for its treasury, which demonstrates a measured strategy. This steady accumulation contrasts with its compromises on the Chivo wallet and voluntary crypto adoption. The IMF views these changes as sufficient to reduce Bitcoin-related risks that previously led to credit downgrades and drops in bond prices.

The IMF-El Salvador agreement showcases how countries can integrate financial innovation with economic stability. Bitcoin remains central to El Salvador’s plan, albeit with increased caution. This shift comes as the crypto market faces headwinds, with Bitcoin’s price dropping below $100K amid a market downturn.
