Charges against local coin dealer Justin Wayne Foster have been dismissed after allegations of conspiracy to fake the theft of a $100,000 coin collection. The Natrona County Attorney's Office filed a motion for dismissal, citing ongoing investigations by the Casper Police Department that raised doubts about meeting the burden of proof beyond a reasonable doubt. Foster maintains his innocence, expressing disappointment with the investigation and its impact on his business.

Charges Dismissed in Intriguing Coin Theft Case
Casper, Wyoming - A high-profile coin theft case that initially resembled a captivating television drama has taken an unexpected turn, with charges against a local coin dealer being dismissed.
Justin Wayne Foster, owner of Colonial Coins and Currency, faced allegations of conspiring with a convicted thief to stage the theft of a $100,000 coin collection. However, the Natrona County Attorney's Office has withdrawn the charges following a continued investigation by the Casper Police Department.
Natrona County Attorney Dan Itzen explained that the decision to dismiss the case was a joint effort between his office and the police department. He declined to provide specific details regarding new information that prompted the dismissal, citing ongoing investigations.
"The initial police affidavit that led to the charges against Mr. Foster contained allegations that painted a seemingly intricate scheme involving phone calls and alleged agreements between him and the alleged thief," said Itzen. "However, as the investigation progressed, discrepancies emerged, indicating a greater likelihood that we would not be able to meet our burden of proving guilt beyond a reasonable doubt."
Itzen declined to speculate on potential future charges related to the case, but he emphasized that the dismissal was not an indication of innocence.
Foster, who has vehemently denied any involvement in the alleged theft, expressed relief at the dismissal of charges but also voiced frustration over the damage to his business.
"I am extremely disappointed with the police department and the city of Casper," Foster told Cowboy State Daily. "You go to them for help, and this is what happens. They have destroyed my business with false accusations."
The initial police affidavit outlined a series of alleged events, including a phone conversation between Foster and the convicted thief in which Foster allegedly provided details about the time and accessibility of his home. The affidavit also mentioned a private detective working for the coin owner negotiating the return of the coins in exchange for dropping charges against the thief.
The conspiracy to commit theft charge against Foster, a felony offense, carried the potential for a 10-year prison sentence and a $10,000 fine. The false reporting charge, a misdemeanor, could have resulted in a one-year jail term and a $1,000 fine.
Foster maintains his innocence and intends to pursue legal action against the police department and the city for the alleged defamation of his character and the damage caused to his business.
The dismissal of charges in this case underscores the complexities of criminal justice and the fluidity of evidence as investigations unfold. It remains to be seen if further developments will emerge as the Casper Police Department continues its inquiries.
