Binance USD Stablecoin Reserves Discrepancies Trigger Regulatory Scrutiny
May 03, 2024 at 06:01 pm
Circle, a stablecoin publisher and Binance competitor, reported discrepancies in Binance USD (BUSD) reserves to the NYDFS, citing insufficient crypto assets backing the issued BUSD.

Binance USD (BUSD) Stablecoin Reserves Discrepancies Reported to NYDFS, Sparking Regulatory Scrutiny
New York - Circle, a leading stablecoin issuer and blockchain data monitor, has filed a report with the New York Department of Financial Services (NYDFS) highlighting significant discrepancies in Binance USD (BUSD) stablecoin reserves. This move, coming from a direct competitor of Binance, has raised alarm bells among regulators.
According to unnamed internal sources, Circle's investigation revealed that Binance holds insufficient crypto assets to back the amount of BUSD in circulation. These discrepancies have been a subject of concern for other entities in the past, but Circle's actions carry particular weight given their competitive position in the stablecoin market.
What is BUSD?
Binance USD (BUSD) is a stablecoin pegged to the value of the US dollar, issued by the Paxos Trust Company with the support of Binance. Stablecoins are cryptocurrencies designed to maintain a stable value against a fiat currency or other stable asset, such as the US dollar. BUSD is widely used as a medium of exchange, trading, and investment within the Binance ecosystem and other crypto platforms.
Regulatory Oversight intensifies
In a major development, the NYDFS has ordered Paxos to cease issuance of the BUSD stablecoin. This action follows a Wells Notice from the US Securities and Exchange Commission (SEC), indicating the agency's potential enforcement actions against Paxos. Despite Paxos's insistence that BUSD is not a security, the SEC's focus on stablecoins has heightened regulatory scrutiny in the industry.
Binance, the world's largest cryptocurrency exchange, has publicly stated that it will continue to support BUSD while reducing its reliance on the stablecoin. The exchange currently holds approximately USD 15.9 billion (IDR 230 trillion) in BUSD.
Paxos's Response
Paxos, the issuer of BUSD, has announced that it will honor all BUSD redemptions until 2024. The company will also continue to issue the Pax Dollar (USDP) stablecoin, which currently has a circulating supply of USD 870 million (Rp. 12.5 trillion).
Implications for the Crypto Market
The regulatory crackdown on BUSD has sent ripples through the cryptocurrency market, raising questions about the stability and regulation of stablecoins. Investors are closely monitoring the situation and evaluating the potential impact on their digital asset portfolios.
Circle's report to the NYDFS has highlighted the need for greater transparency and oversight in the stablecoin sector. Regulators around the world are grappling with the challenges of classifying and regulating these assets, which play an increasingly significant role in the cryptocurrency ecosystem.
The future of BUSD and the broader stablecoin industry remains uncertain. The actions of the NYDFS and SEC demonstrate the growing regulatory focus on stablecoins, and their decisions will shape the future landscape of digital assets.
